I presume that's Paris and Helen of Troy. Was that Pep Comics? It looks like something that would be in Wonder Woman.

I looked up "Jowett lbs." Best thing I could find that that might mean is that there was some guy (named Jowett) who was supposed to be the first guy to have been officially recorded to have lifted twice his own weight.

I'm guessing that this ad was endorsed by George Jowett, and he used the phrase "Jowett pounds" as a trademarked way of saying "pounds of muscle." Because gaining 28 pounds doesn't sound as impressive as gaining 28 Jowett pounds.
